Russ Koeller, president of the Sny Levee District, checks the high water line on a plastic reinforced section of the levee near East Hannibal, Ill, about 15 miles south of Quincy, Ill. The Sny district includes 54 miles of levees in three counties protecting about 150,000 acres of farm land. The district has spent about $5 million to operate 75 bulldozers and 50 dump trucks working to reinforce the levee system with 400,000 tons of sand.
